International Co-financed Projects (PMW)

The subject of the program

The subject of the program is to support the participation of entities of the higher education and science system in international projects including scientific research or development works, co-financed with funds from non-returnable foreign sources, implemented in cooperation with foreign partners, including projects involving research carried out on large research devices located outside the country, hereinafter referred to as "projects", as part of:

1. European Union research programs;

2. other international research programs, initiatives or ventures.

Entities eligible to participate in the program

The following entities are eligible to participate in the program, hereinafter referred to as "applicants":

1. universities,

2. scientific institutes of the Polish Academy of Sciences,

3. research institutes,

4. international research institutes established on the basis of separate acts and operating in the territory of the Republic of Poland,

5. other entities conducting mainly scientific activity independently and continuously, being an organization conducting research and disseminating knowledge within the meaning of Art. 2 point 83 of the Commission Regulation (EU) No 651/2014 of 17 June 2014 declaring certain types of aid compatible with the internal market pursuant to Art. 107 and 108 of the Treaty (Journal of Laws UE L 187 of 26/06/2014, p. 1, as amended) - for which the granting of funds under the program would not constitute state aid pursuant to Art. 107 and 108 of the Treaty on the Functioning of the European Union.

Terms of participation in the program

The condition for participation in the program is an agreement confirming the applicant's participation in the project, concluded with an international organization or a foreign entity:

1. indicating the project implementation period and a list of project participants;

2. defining the division of tasks and the project budget into individual project participants;

3. determining the total cost of the applicant's participation in the project;

4. determining the amount of financing the costs of the applicant's participation in the project from funds originating from non-returnable foreign sources or the value of access to a large research facility located abroad expressed in amount, constituting a contribution from funds originating from non-returnable foreign sources, and in the case of projects implemented under other international research programs, initiatives or projects, the amount of this funding or the value of this access expressed in amount may not be less than 30% of the cost of the applicant's participation in the total project;

5. specifying the amount of the applicant's financial contribution from national funds;

6. confirming the implementation of the project in cooperation with at least one foreign partner.
